舊的WebSite專案只有一個web.config，也找不到怎麼增加像web.Debug.config之類的config transformation。
最近在幫舊專案導入 CI 的時候，遇到需要將 web.config 的設定替換的問題，
可是 website 專案只有一個web.config，卻怎樣都找不到如何新增web.Debug.config。
後來在討論區中找到文章，
原來 website 的 config transformation 需要從 publish profile 發起，
所以需要從 profile 建立轉換。
